In Which England is Not Helpful At All

So I popped round (yes, I do that now) to the grocery store today to buy some garbage can liners. This is what it says on the package:

20 Swing Bin Liners
Perfect for everyday use
TIE HANDLES
TO AVOID DANGER OF SUFFOCATION KEEP THESE BAGS AWAY FROM BABIES AND CHILDREN
approx. size 610 mm x 920 mm

Aside from the glaring metricity evidenced here, Internets, please tell me in what possible world this measurement could help me decide whether these particular bags are appropriate for my needs. Maybe if I were planning on using them to fashion some kind of garment, but then again, there’s no way of knowing to which dimensions those measurements actually refer. Height? Width? Circumference? Diameter?

I tried to give England the benefit of the doubt, and checked our garbage can (“bin”) to see if had perhaps been sold to us on merit of its height or weight or, I don’t know, horsepower, but no: it announces only its classification as a “25 Litre Swing Bin.”

Like a normal person.
